For clarification on who can receive the COVID-19 vaccine at this time, the CDC LTC pharmacy partnership program covers health care workers, consistent with priority group 1a identified by the advisory committee on immunization practices. The CDC defines health care professionals (HCP) as “all paid and unpaid persons serving in healthcare settings who have the potential for direct or indirect exposure to patients or infectious materials.” This would include contract and agency staff, as well as any regular volunteers. 

New York has established their own priority groups for the vaccination roll out, so vaccinating anyone outside those groups would be inconsistent with those recommendations.
